NOTICE OF PUBLIC HEARING CDBG-CV

NOTICE OF PUBLIC HEARING AND SUBSTANTIAL AMENDMENT TO THE COUNTY OF OCEAN FY2019 ANNUAL ACTION PLAN FOR COMMUNITY DEVELOPMENT BLOCK GRANT-COVID (CDBG-CV) FUNDING

In response to the Coronavirus Pandemic (COVID-19), the U.S. Department of Housing and Urban Development has notified the County of Ocean that it will receive an allocation of $820,810 in Community Development Block Grant-Covid (CDBG-CV) funds to be used to prevent, prepare for, and respond to COVID-19. This allocation was authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, which was signed into law on March 27, 2020 to respond to the growing effects of this historic public health crisis.

The County of Ocean has prepared a Substantial Amendment to the FY2019 Annual Action Plan to promptly make CDBG-CV funds available to to address the needs of the community to prevent the spread and mitigate impacts caused by COVID-19. The Substantial Amendment has been developed in accordance with Ocean County’s adopted Citizen Participation Plan, which provides for and encourages citizen participation.

The CDBG-CV funds will be available to qualified non-profit 501(c)(3) agencies serving Ocean County residents. The CDBG-CV funds will be able to support a variety of activities that prevent, prepare for and respond to COVID-19 including but not limited to:

• Public service activities such as senior services, food provision, emergency assistance, homelessness prevention, childcare, health, drug abuse, domestic violence services, etc.
• Public service activities such as providing COVID-19 testing and diagnosis services at a fixed or mobile location.
• Public facilities and improvement projects that directly contribute to addressing COVID-19 related issues. This includes equipment and other property needed for the public service, labor, supplies and material to operate and/or maintain the portion of a facility in which the public service is located.
• Public facilities improvement projects such as rehabilitating a community facility to establish a COVID-19 testing/treatment clinic.
• Temporary emergency rental assistance for eligible households (up to 3 months)
• Other eligible activities that directly prevent prepare and respond to COVID-19

In accordance with federal regulations governing the use of CDBG-CV funds, public input is being solicited for five days, beginning on June 26, 2020 and ending on July 2, 2020. The draft Substantial Amendment includes the proposed activities and resources for the CDBG-CV program.
