CDBG CARES Act PUBLIC HEARING NOTICE - CDBG-CV3

NOTICE OF PUBLIC HEARING AND SUBSTANTIAL AMENDMENT TO THE COUNTY OF OCEAN FY 2020 ANNUAL ACTION PLAN FOR COMMUNITY DEVELOPMENT BLOCK GRANT COVID-19 (CDBG-CV3) FUNDING

In response to the Coronavirus Pandemic (COVID-19), the U.S. Department of Housing and Urban Development has notified the County of Ocean that it will receive an allocation of $2,098,176.00 in Community Development Block Grant-Covid (CDBG-CV3) funds to be used to prevent, prepare for, and respond to COVID-19. This allocation was authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, which was signed into law on March 27, 2020 to respond to the growing effects of this historic public health crisis.

The County of Ocean has prepared a Substantial Amendment to the FY 2020 Annual Action Plan to promptly make CDBG-CV3 funds available to address the needs of the community to prevent the spread and mitigate impacts caused by COVID-19. The Substantial Amendment has been developed in accordance with Ocean County’s adopted Citizen Participation Plan, which provides for and encourages citizen participation.

A portion of the CDBG-CV3 funds in the amount of $1,285,244.00 will be available for temporary emergency rental assistance for eligible households for up to six (6) months of back rent.

A portion of the CDBG-CV3 funds in the amount of $812,932.00 will be available to qualified non-profit 501(c)(3) agencies serving Ocean County residents. The CDBG-CV3 funds will be able to support a variety of activities that prevent, prepare for and respond to COVID-19 including but not limited to:

  • Public service activities such as senior services, food provision, emergency assistance, homelessness prevention, childcare, health, drug abuse, domestic violence services, etc.

  • Public facilities and improvement projects that directly contribute to addressing COVID-19 related issues. This includes equipment and other property needed for the public service, labor, supplies and material to operate and/or maintain the portion of a facility in which the public service is located.

  • Other eligible activities that directly prevent prepare and respond to COVID-19.

Notice is hereby given that the County of Ocean Planning Department will hold a virtual public hearing on Thursday, May 6, 2021 at 4:00 PM via WebEx to solicit comments on the FY 2020 Action Plan draft Substantial Amendment. In accordance with federal regulations governing the use of CDBG-CV3 funds, public input is being solicited for five days, beginning on May 3, 2021 and ending on May 7, 2021. The draft Substantial Amendment includes the proposed activities and resources for the CDBG-CV3 program.

The draft Substantial Amendment is available for review and may be downloaded from the Planning Department website: https://www.planning.co.ocean.nj.us/frmCECommDev.
